SC declaration means PIRMA is dead

AKBAYAN Rep. Risa Hontiveros said that PIRMA is virtually dead after the Supreme Court reiterated that its 1997 decision requiring an enabling law for people’s initiative remains to be the sole jurisprudence on the matter. “Of course, the administration may opt to file a new case before the Supreme Court, but in the absence of an enabling law another case is simply useless,” Rep. Hontiveros said.

According to the solon, “the administration might as well surrender since the whole cha-cha ride is an effort in futility. For now, they just have to accept that the entire Article XVII of the 1987 Constitution, which pertains to the amendment and revision of the charter, is out of their reach.”

However, the solon said that vigilance is still important. “They will be forced to shift the battle back to the Congress. So far, fifty (50) legislators have supported the minority resolution against cha-cha. They will try to dismantle that bloc, but we will stand our ground,” Rep. Hontiveros said. “They may also introduce a new bill on people’s initiative, but it would be useless without the Senate’s support.”

“The big question for the majority, however, is this: if their cha-cha fails, are they still willing to stick it out with President GMA till 2010?” Rep. Hontiveros asked. “Saying yes would be taxing, since they have to be on their toes to ensure President’s survival. If they say no, then I’m sure that the next impeachment complaint would have more than enough space for their signatures.”

    They will not use the signed barangay attendance sheets-cum-PIRMA for the Comelec and the Supreme Court. Tanya ko they will use this to pressure the Senate that there is an overwhelming public clamor for chacha. ConAss holes!
