JDV dared to step down

Opposition lawmaker and AKBAYAN Rep. Risa Hontiveros today said that Speaker Jose de Venecia should be more circumspect and impartial in giving his opinion on the impeachment complaint that minority legislators are expected to file against President GMA. The solon said that the duties of the Speaker of the House of Representatives require impartiality and distance, especially on issues that require the exercise of Congress’s check and balance powers, like the renewed bid to impeach the President.

The solon dared Speaker De Venecia to step down from his position first if he wishes to become a broker for the President. “He is not being asked to be non-partisan, but since he is tasked to enforce the rules and procedures of Congress, he is duty-bound to be above reproach in his decisions and stance,” Rep. Hontiveros said.

Rep. Hontiveros also said that Section 15 of the House Rules, which bars the Speaker from voting except when there is a tie, means that impartiality is clearly implied. “While the House Rules do not explicitly demand it from him, his performance as the Speaker obviously relies on the assumption that he is not biased. Furthermore, delicadeza should constrain him from walking, speaking, and acting like a great peddler of Malacanang’s orders,” Rep. Hontiveros said. “Such a display of bias can be expected from LEDAC or the majority leaders, but Rep. De Venecia is the Speaker of the House of Representatives, the head of a supposedly independent institution.”

The solon also warned Speaker De Venecia that a repeat of the foiled 2005 impeachment case, which was dismissed due to technicalities, would permanently erode the credibility of Congress. “Speaker De Venecia must be reminded that the complaint was not junked because of merit, but due to the manipulation of pro-Arroyo legislators by Malacanang. Since no deliberation on the merit of the complaint took place, the decision on the impeachment complaint last year was hardly a display of wisdom in numbers, but was rather an act of servility on the part of the majority in Congress,” Rep. Hontiveros said.
